Dominican republic - as many towns of Caribbean, Latin America and Third World- has had a complex relation with the ICTs, just like with its men and women of thought, from its foundation in century XIX, partly due to the little level of institutional development and the authoritarian ghost that the frame of the be-nation defined, as much as the allegiance to the fordist paradigm, or the dependent capitalism, during XX century.
How articulating the vocational and axiologic lessons of the generations previous to the survival of the local cultures and to the sustainable development, from opening to new possibilities of joint for the childhood and youth to the creative and shared in common exercise?
What kind of role are playing today, the new technologies in the development of such collaborative or communitarian channels of cultural interchange, enriching parallels the leisure of invisibilized communities, with such types of public policies impelled by organizations of very diverse type, in the civil society?

These three works try to approach the common citizen and their family, to the processes of the change in the priorities of the local, regional and national agendas of human development, at the beginning of century XXI, to the time to render tribute to the legacy that as much in century XIX, like XX, made the national and Latin-Caribbean conscience possible, in this region of the world.
The selection and production of these contents, is concentrated in two vital elements, in opinion of this organization to understand and to transform the present of and the poorest ones, of our fellow citizens: "1. tries to tend a colaborativo bridge between the Caribbean, Ibero America and Third World, to the time to use the hypertext as flexible and powerful contextualization element (...) and, 2. To cause between teachers, parents and mothers, citizens towards a revaluation nonsingle of the historical memory, but the present and the future of the childhood and youth, in the conformation of a set of habits, learnings and values that will allow that they adapt of fluid form but, creative and it jeopardize, to the context of the permanent change, to creation of value, within the framework of the unsatisfied demand in intellectual capital - in the labor market just like of new forms of approach to the citizenship; without discounting the differentiation for its leisures, products, processes and activities... in a world where the survival, already this conditional by the level of new appropriation of technologies(...)".

Resumen
República Dominicana -como muchos pueblos del Caribe, América Latina y Tercer Mundo- ha tenido una relación compleja con las TICs, lo mismo que con sus hombres y mujeres de pensamiento, desde su fundación en siglo XIX, en parte debido al escaso nivel de desarrollo institucional y el fantasma autoritario que definió el marco del estado-nación, tanto como la adscripción al paradigma fordista, o al tardocapitalismo dependiente, durante el siglo XX.
Cómo articular las enseñanzas vocacionales y valóricas de las generaciones anteriores a la supervivencia de las culturas locales y al desarrollo sostenible, a partir de abrir nuevas posibilidades de articulación para la infancia y la juventud al ejercicio creativo y solidario?
Qué rol están jugando hoy, las nuevas tecnologías en el desarrollo de tales canales colaborativos o comunitarios de intercambio cultural, enriqueciendo paralelamente el ocio de comunidades invisibilizadas, con esas políticas publicas impulsadas por organizaciones de muy diverso tipo, en el seno de la sociedad civil?

Ensayos-e sobre Cultura, Desarrollo Humano y NTICs desde República Dominicana.
CCIAV. Republica Dominicana. Con motivo del XX Aniversario del Centro Cultural de Intercambio Audio-Visual, Inc (CCIAV) dicha entidad ha puesto a circular desde la Internet humanística y solidaria, un tríptico de ensayos, en formato libro electrónico o e-book.
Los textos del referido tríptico, giran en torno a las oportunidades de contacto con la vida cultural y la lectura, así como el impacto de tales hábitos, en la definición vocacional ulterior, tomando la infancia y primera juventud de autores/as caribeños y latinoamericanos, del siglo XIX y XX, como: Salomé Ureña, Pedro Henríquez U, Juan Bosch y Pedro Mir, esencialmente.

El segundo de los trabajos aborda las dificultades -para paises no industrializados- de tener que definir una estrategia de divulgación y mercadeo institucional, para sus emergentes industrias culturales; los obstáculos de la accesibilidad, la teoría y la practica de la traducción, en dicha estrategia, en el mundo global; proponiendo una serie de alternativas, tanto para autores que se autoeditan, como para las políticas publicas en tal sentido.

Los tres trabajos procuran acercar al ciudadano común y su familia, a los procesos del cambio en las prioridades de las agendas locales, regionales y nacionales de desarrollo humano, a principios del siglo XXI, al tiempo de rendir tributo al legado que tanto en el siglo XIX, como XX, hicieron posible la conciencia nacional y latino-caribeña, en dicha región del mundo.
La estrategia de selección y producción de dichos contenidos, se concentra en dos elementos vitales, a juicio de esta entidad para entender y transformar el presente de los y las más pobres, de nuestros conciudadanos y ciudadanas:
"1. procuran tender un puente colaborativo entre Caribe, Ibero América y Tercer Mundo, al tiempo de utilizar el hipertexto como elemento de contextualización (...)multilocator, pluridisciplinar y motivador a la creación de registros vinculantes con la micro historia, el desarrollo de la subjetividad, la interrogación y la profundización vocacional en distintos tipos de perspectivas de abordaje, para afrontar creativa, lúdica o lucidamente -según la prioridad y objetivos de cada quien- los niveles de incertidumbre para la construcción de un presente y futuro multicultural, dialogante e inclusivo; con propuestas viables, metodologías y procesos para orientarnos en el caótico mundo de la sobrecomunicación, el escaso nivel de estructuración en la formulación -y análisis de tendencias- de los problemas actuales -y su impacto en: las agendas personales, locales, regionales y globales - provistos del acervo de las ciencias sociales y las humanidades, en el devenir histórico de la humanidad y, 2. Propiciar entre ciudadanos y ciudadanas, maestros, padres y madres: una revalorización -no sólo de la memoria histórica- sino el presente y el futuro de la niñez y la juventud, en la conformación de un conjunto de hábitos, aprendizajes y valores que permitirán que se adapten de forma mas fluida, creativa y comprometida, al contexto del cambio permanente, a la creación de valor, en el marco de la demanda insatisfecha de capital intelectual, en el mercado laboral, lo mismo que de nuevas formas de aproximación a la ciudadanía; sin descontar la diferenciación para sus ocios, productos, procesos y actividades... en un mundo donde la supervivencia, individual y de las culturas locales, ya esta condicionada por el nivel de apropiación de las nuevas tecnologías y la creación de redes solidarias, capaces de dar cuenta del: reciclaje del conocimiento, las oportunidades y desafíos de vivir en un nuevo siglo y contexto de interdependencia mundiales, lo mismo en relación a la sostenibilidad frente al uso de recursos no renovables, que en la recuperación de la memoria colectiva y del protagonismo de la persona humana en su construcción, orientación y aceleración, -al margen de cualquier determinismo- reencontrándonos en suma, empoderados y empoderadas, como protagonistas de la historia comunitaria, y no como marionetas del destino o víctimas de los procesos de cambio -económico, cultural, social o tecnológico- sino por el contrario, actores y actrices, catalizadores y potenciales beneficiarios del mismo, hasta alcanzar niveles de vida y conciencia que nos hagan mas prósperos, productivos y felices en el siglo XXI(
)Hoy cada uno puede y debe apostar por hacer la diferencia
No intentarlo de manera aislada -dadas las complejidades de los factores en juego- es una garantía para las culturas locales, en su intento por cerrar las brechas sociales pretecnológicas, en la orientación de las prioridades de inversión en las políticas públicas, al calor del debate y en la sociedad pluralista(
